中川状態 or being in the Nakagawa condition

Mr.Nakagawa is the former finance minister of Japan who appeared to be drunk at the Group of 7 meeting this month in Rome.

So if you are(or seem/look) too drunk to make decent conversations with anybody, you are in the Nakagawa condition.
